Corralling and rewarding the corrupt, instead of prosecuting them

Corrupt former acting Police Commissioner Ray Zammit, who entered into business as a shareholder in a company with Joe Gaffarena while he was a senior policeman, and who then transferred his shares to his wife two weeks before being appointed acting Police Commissioner, was removed from the force last May.

But instead of being investigated and prosecuted, he was ‘persuaded out’, with a fictitious role in a fictitious organisation, and allowed to keep his salary and his chauffeur-driven car.

He has even kept the same chauffeur – a policeman who is now on secondment to him.

Then Ray Ferris, an employee at Enemalta Corporation with no authority or decision-making powers, was hauled through the courts in a criminal trial by this corrupt man’s police underlings over a couple of pieces of crystal.
