They are dressed to create the impression that they are actually part of the team.

Mrs Muscat’s state-paid personal assistant, Pamela Seychell, accompanied her to Los Angeles. Who paid for her flights and accommodation, and why is the public purse paying Mrs Seychell her pro rata salary to accompany the prime minister’s wife to the Special Olympics in Los Angeles?
