Muscat sends intellectually challenged backbencher to the UN General Assembly as Malta’s stand-in Foreign Minister and Minister for Europe

So that’s why backbench turnip and Malta Sports Council chairman (and Malta Public Transport Ltd liquidator) Luciano Busuttil was in New York with the prime minister: he was Malta’s stand-in Foreign Minister and stand-in Minister for Europe.

Both the Foreign Minister and Minister for Europe have unfortunately serious health issues which leave them unable to make taxing journeys involving long flights and lots of meetings. So the prime minister chose Luciano Busuttil to represent them instead. He has got to be kidding.
