Yes, Joseph Cuschieri has indeed been appointed ambassador to Greece

The Malta Independent reports that the government has named Joseph Cuschieri as ambassador to Greece already but is awaiting official acceptance from the receiving country (Greece), which is standard protocol.

You can’t just send somebody as an ambassador to another country. That other country has to accept him first.

Acceptance is generally just standard procedure.
