Zoran  Lilić served as Speaker (1993) and then President of Yugoslavia (1993-97). http://en.ljbc.net/online/var_details.php?id=834 a former president of Yugoslavia who has close ties to Libya - including the award of an honorary doctorate to the Colonel.

He reportedly tried to pass himself off as an official representative of the Bulgarian government in the negotiations with Libya over the HIV trial involving Bulgarian doctors and nurses, but was apparently exposed by the Bulgarian authorities as an impostor.
