					<description><![CDATA[I suppose the University of Malta must have the right not to make the agreement public if it so wishes but what about the government? Doesn&#039;t the Maltese government have the obligation to make public any spending of tax-payers&#039; money?

I suppose this probably emanates from some of the lecturers who are continually absent, disregarding their duties and responsibilities they have towards their students.
