It would be interesting to know whether this means that FAA is benefiting from government assistance under the Voluntary Organisations Act. Among other things, the VOA refers to an organisation’s statute. Does FAA have one? If so, it does not seem to be on their website.

It’s a pity that Roderick Galdes is already working for the MLP, wearing two hats. Sort of working at MEPA, and being the MLP spokeperson for MEPA at he same time.

[Daphne – There are around 450 people working at the MEPA and my very reliable sources tell me that around 400 of them are Labour supporters, brought in by a key Labour-supporting architect who has since retired. This is the root cause of many of the problems. There is no incentive to change, to perform or the improve relations with the public, because the worse the MEPA is, the sooner Labour is returned to government. I know somebody who works there and who spent the last election campaign on the verge of a nervous breakdown, threatened by his colleagues, told to clear his desk by his superiors, and mocked while future spoils were discussed. Of course, that’s why she is saying she’s an NGO, so that she can get a free employee off the government. But there are rules about this. First she needs to have the FAA’s membership AUDITED. I wonder what that will turn up.

As far as I know, seconded personel ‘belong’ to their original employer, in this case the goverment of Malta. Thus it seems odd that on the one hand the FAA is slagging off the government, but then recruits from within the government. So people in government service are to be trusted after all?

However, I am not sure about something you wrote, Daphne. When an entity loans out an officer, it always recuperates from the place where the person is seconded any emoluments paid. This is standard practice as wages form part of the departmental budget.
