Criminals exploit loopholes in the legal system, make false accusations against their accusors and sometimes they are even encouraged by the police to file reports aganist their victims.

On the other hand international law should apply to everyone and if NATO or any Western nation breached the law, they should be held responsible as much as Gaddafi or his family or officials should for breach of the law.
