In reply to Grezz. You would be wrong in UK but I'm not saying that you are wrong in Malta. How much do you know about the matter? Are you in insurance? In UK, insurance companies turn down claims because the need for licensing is scheduled in the policy T&Cs. It is just one more way of binning a claim. So it is an insurance thing primarily and illicitness is consequential. The legislator will have nothing against this because it emphasises the need to pay the RFL. A licence should be paid before the current one expires. If waiting for a VRT, you cannot drive the vehicle on a public road, and need a TM permit if you need to take it for testing; your insurance has to be in force in those circumstances.

In reply to Joe Xuereb. Wrong. A vehicle may be unlicensed whilst still being insured; the reverse, however (ie being licensed whilst NOT being insured), is not possible in practice. You have to show your insurance certificate when paying your licence, not the other way round.
