A week ago Karmenu Vella was still at it, justifying Dalli&#039;s proposal, at one point even correcting himself, faced with Tonio Fenech. 

This week, Marlene comes along and spells out the new regime, again on TV, practically coinciding with Sargas&#039;s statement protesting at the way their proposal has been embroiled in political bickering.
