Transport Malta develops in detail the broad plans and policies given to it by the government and implements them as best it can. 

If the plans and policies are wrong from the very beginning the details and implementation of these will be wrong. 

Also, Transport Malta doesn&#039;t really develop policy. The government might consult with it to develop its own policies and plans but ultimately it&#039;s the government that sets policy. 

In the case of the public transport reform Transport Malta was given the explicit direction to develop a system that achieves a deduction of subsidies. 

This is exactly what TM did and I think, because of this insistence from the government, the idea of a public transport system that responds to the needs of the general public was overlooked.  

In other words, we had the situation were instead of having the government giving TM a wish list for an efficient public transport system and TM handing the government the bill, we had the situation were TM had to design a system that catered for the bill that was handed down to it from the very beginning. 

Ultimately, the government got what it paid for from TM.]]></description>
