Next time he comes across Joseph Muscat he should invite him to his office for a proper meeting, so as to be able to copy the latter’s vision for economic growth, and not just limit the encounter to a humiliating handshake while they wait for the lift next to the men’s bathroom somewhere in Paris.

Unlike Joseph at least he did say how he would try to achieve it, i.e. by changing the bands where different rates come into play according to consumption.

Unfortunately for him it appears that this will backfire royally! The reason is that many lower income families cannot afford to insulate their homes properly and still use old appliances which consume much more electricity. By the initial estimates, it appears that these vulnerable users would actually see their bills rise. They are know trying to find a way around this debacle but apparently it as an accounting nightmare to implement!
