I have read the contract and I have to make the following observation: namely, that when a vendor does not reside in Malta, one has to obtain a special permit from the Inland Revenue Department to be able to proceed with the sale (even if the said person has a Maltese ID number).

This special permit has to be attached to the contract and it should declare whether the non-resident vendor (in this case Joan Bland/Yana Mintoff) has any pending dues to the IRD. To this effect, there should have been included a clause stating whether such permit was obtained or not. What happened to the signatures and date?

As a matter of interest, in 1996, a Mr Anthony Cassar Desain applied for a development permit (PA/04509/96) for a site which included part of what later became the property of the Mintoff sisters. This permit was refused as the site was an Outside Development Zone. By 2004, however, the part purchased by the Mintoff sisters was considered as being within the Building Scheme and they got their permit.

Another interesting detail: the contract was signed in June 2009 but, in 2008, a certain Kurt Cini (possibly related to Josephine Mary Cini who appears on the contract as a buyer?) applied for a full development permit (PA/0434/08) to construct apartments, penthouses and garages on the same site. This application is still pending.

Third detail: the land in question is next to a property belonging to a certain Anthony Carabott. Now this may be a coincidence but Anthony Carabott is the name of one of the most notorious Zejtun thugs of the Golden Years.

He was better-known by his nickname, It-Toto, and one of his early achievements was ramming his flashy Amrican car into a crowd of people attending a PN meeting at Blata l-Bajda in the early 1970s (for those who think violence started after 1981). Years later, he was also involved in the shooting incidents in which Raymond Caruana was killed.

You have to reside in Malta continuously for five years to be eligible to sell as a Maltese citizen. Did Yana live in Malta for five continuous years before she sold the land?

Both girls were born in Floriana, presumably at the KGV, the British Service Hospital. Had no idea Mintoff formed part of the British Forces. Then again he must have, as I believe the girls also attended the Tal- Handaq Royal Naval School for a while. Some men are equal……

Yana’s registered address is in Texas, although insofar as tax is concerned she claims (in 2009) to have been living here continuously for five years.

So on the one hand she’s going on about the underprivileged and on the other she’s evading tax and stealing benefits out of their children’s mouths.

Well, the acorn never falls far from the tree. Or is that the turd never falls far from the asshole?
