Yes it definitely was. One of the earliest parliamentary decisions made in the new 2008 administration. There were recorded PQs & answers about it.

OK it obviously wasn’t done with fanfare and flourish, but when the proverbial hit the fan I remember thinking to myself that this had definitely been reported, how else could I have been aware of it? It was never kept secret from anyone.

I wonder how many of those 18k or more swingers took their decision based on this Labour lie.
