Or is it to get around EU regulations, making the private company be seen as paying for the cost of the tanks and plant?

VAT is chargeable by all so there is no competitive advantage if they were all excluded of VAT, and surely adding a VAT rate to a quote only needs a calculator.

It is very clear to me that PL have promised this contract to someone else who was not admissible before, or is going to use the funds for some other project

So much for the caring of cancer patients after all that fuss on the power station.

Or is Muscat thinking in terms of votes again for the next election and whether he will get payback for his projects

Above all how many maltese families will the new power station, owned by the private sector, feed? I bet not more than a score. On the other hand they will close, prematurely the older power station at Delimara where tens of people earn their bread. Mr Mizzi confirmed this during his speech early this week after all….for those who understand I mean.
