Central Malta is very densely built. Won’t the bands practising at these sites be a nuisance to the neighbours?

The loud din produced will be very irritating and nerve racking.

I believe there are laws about noise pollution.

Ed, it is not so straightforward. In Europe, you have charities, cultural organisiations, art centres […] to support the artistic scene which is not the case in Malta.

In this case, the problem lies in the fact that this is a makeshift strategy. Quite frankly, how is finding a garage and a non-dedicated performing venue going to help the music scene?

Actually, the Minister did not state who found the places, so how can we actually be sure that it was Willy Mangion who found them?

What public process has been or is being used to acquire those spaces?

If it was Willy Mangion who found those spaces, does he also get a commission for his real estate services, in addition to the salary?

What if, say choirs, classical ensembles start asking for rehearsal venues too? Who’ll take up the job of the garage man?

Willy has identified the locations, now he still has to trace the owners, inspect the various premises, placate the neighbours at each location, negotiate rental rates, negotiate lease duration, estimate building adaptation costs, call for expression of interest for sound proofing, ditto for air conditioning, find out which band prefers where and why, arbitrate on which of several bands should make use of the one location they all prefer, placate all the the bands that he turns down and re-allocate second preferences with repeat procedure, inspect the underside of his car each morning for planted explosives, ditto his front door at night, then notify the minister/PS of costs. Say two, possibly three, years.
