I gather an additional clue is in the title: a “stakeholder” dying to rehash an old educational programme that had already hyped the recidivism perspective: with a publicity angle ‘cut/ commission’ for the dear Minister for the decrease in recidivism that will now certainly be celebrated in the press in time for the next elections, and a tagged repute for which will be designed to outlive his tenure as Minister.

I thought though that such comparative statistical studies were normally based on a 20 year span when joined at the hip to an educational process?

Who would the “stakeholders” be (a beloved Maltese word that!) if not the Minister himself? He’s the one who should be collecting proper statistics. And it’s not like he needs to carry out random sampling or any of that Edward Scicluna wizardry. Recidivists, by definition, are criminals who get caught. So he only needs to check the database at Police HQ.

This is a fascinating Maltese approach to problem-solving: just enlarge the discussion group. Dilute the focus. That way we can take until forever, making everyone feel as if they’re actually doing something, while reinventing the wheel in a 500-page report that costs millions.
