These passports would not be so attractive without Schengen. The EU may not be able to regulate the issuing of national passports but it can certainly determine the applicability of Schengen. Difficult I know but the bureaucrats in Brussels are certainly paid enough to put their thinking hats on and attempt to curb this abuse.
