It bears the date of 1 November 2013.  Fascinating.

Dr. Simon Busuttil first stated publicly that the PN does not exclude anything, including the revokation of citizenship sold this way, once the PN is returned to government, on 30 October 2013.

Therefore, it is clear that the AG was reacting to Dr. Busuttil&#039;s warning.  In other words, the PM or his Minister for the Sale and Prostitution of Maltese and EU Passports asked for this advice as a reaction to Dr. Busuttil&#039;s warning.

This shows how the government has carried out its due diligence on one of its major &quot;economic growth&quot; programmes which without any doubt was part of its roadmap at least since 9 March 2013.  They have asked for advice on the revokation only after the PN leader threatened about it.  Clearly, they had not thought about it before.

The letter from the AG says that it refers to the IIP &quot;currently being debated in Parliament,&quot; so there is no doubt that the above was the case.

The first part of the AG&#039;s reply is centred around what the existing law states in Article 14, and does not deal with citizenship for cash.

That part of the advice clearly refers to &quot;the law as it stands.&quot;

In the second part, where he deals with the Maltese Citizenship by Prostitution Scheme, the AG gives his own personal legal opinion without citing any case law and without going into the merits of the method of acquisition of the citizenship under the scheme.]]></description>
