It is my belief that there is a wave of goodwill happening in reaction to the global crisis, and there are many people (across Europe) that would be willing to take in hand some numbers and also whole families.

Perhaps an option would be to also work on facilitating and identifying those able to offer such integration possibilities and approach the situation so as to reduce bureaucracy in facilitating matters and aligning such policy with EU policy on the matter within the member states.

A crucial matter of simplification.
