					<description><![CDATA[To qualify for Canadian citizenship, first one has to apply for permanent residency (the equivalent of a US green card). One has to have no criminal record in both the country of origin and Canada. Secondly, one has to undertake medical tests to make sure that they will not be a burden to the Canadian health system and thirdly, that the applicant is financially independent and will not rely on the Canadian welfare system once they become a permanent resident. After that, you have to do a two-to-four year residency period (sort of a residency probation) before you can qualify to apply for Canadian citizenship. Finally, you have to sit for an exam, to test if you know enough about Canada.]]></description>

Detail no longer seems to be important.  Wouldn&#039;t the fact that Shiv Nair presented himself under different names be enough cause for investigation, in a country that takes matters of due diligence seriously, or at least is attempting to project that it does?

Not only is Shiv Nair&#039;s identity slippery, but we know that the World Bank nailed him twice for fraud and corruption.  

To no avail it would seem.

I wonder whether the Malta Police even bothered to have a conversation with Shiv Nair, considering that the Great Leader himself went to such lengths to lie about his own connection with him.

Do the Police owe their allegiance to the Prime Minister or to Malta?

Since the President is no use at all in matters of ethics and value, by his own example, how then is due diligence to be applied to matters concerning the top echelons of power in this country?

Conclusions:

a) The Prime Minister is corrupt;

b) The President is corrupt;

c) The Police bow to both, therefore no clear line of demarcation is there to safeguard Malta&#039;s interests.

d) The Police scorn the halls of Justice therefore there is no guarantee that the corrupt behaviour they condone in Government can allow them to carry out their duties in a manner that befits a truly free and democratic Malta.]]></description>

Romania is at 56, Cuba at 59 and Libya at 64 - all much higher than St Kitts &amp; Nevis.
