Greece, Cyprus and Portugal are in a worse fiscal deficit situation. I wonder if Henley ever approached these countries with a similar proposal, and whether these governments refused the offer outright despite their desperate financial situation.

Citizens of the following countries are required to hold valid visas in order to enter the United States as tourists or as business visitors: Antigua & Barbuda; Dominica; St Kitts & Nevis; and St Vincent Grenadines.

All of these countries have “second passport” programs that are similar to Malta’s new Individual Investor Program.

There was a recent news report in London of a university registered in St.Kitts and Nevis that was selling degrees.

I wonder if that is the next step for Malta, though when I hear some Maltese graduates speak or see the way they write, I can’t help thinking they bought their way in and out.
