Who knows what is behind this? From a business point of view it pays to promote the city. There are more restaurants, bars and cafeterias to gain.

Maybe Jason Micallef’s after the ego trip of getting free coffees whenever he walks through Valletta.

The previous chairman would have never suggested this.
