What a sham! So the executive secretary doesn’t seem to have any type of tertiary education in such a high level post. From the benches of the 6th form started to work as a secretary at the said council and probably because he did not have the necessary qualifications to go into tertiary education. The executive officer on the same council seems to be equally qualified as the executive secreatry is.
How come the council can appoint such a person in such a position of trust with such a criminal record?

Rather than concentrating on the magistrate who did not appoint this person to the position that he holds, one should concentrate on who appointed him to this position and on what criteria. If Malta has to resort to these dregs of society for its administration, God help us.

This is nothing new for Malta. We have a long history in this “industry”. Refer to the Messina brothers who moved to England and terrorized London.

In reply to J. Aquilina. You are very very mistaken. Most, not all, local council executive secretaries are puffed up, glorified clerks with a basic level of education who have been head hunted from the pool and appointed by the council on the basis of their political affiliation.
