Didn’t we all agree that John Dalli was the de facto Minister of Health over the past year? Based on that consensus, then can’t one interpret these last moves as a consequence of some request by Dalli to Jo to assign Konrad Mizzi to his portfolio?

Does this also imply that John Dalli was somehow the Minister of Energy as well, with Konrad Mizzi serving only as a grotesque mask facade?
