Nothing surprising. Malta forges the St. Kitts and Nevis program, and these are the restrictions that exist in St. Kitts and Nevis for almost a year now. This is just market practice.

One can read this list in a different way. Countries not included in the list are welcome. And, coming to think of it, which other country would object to citizens with close ties to these three countries being able to enter without a visa on the grounds that they carry a Maltese passport?

More likely, he was advised to make this exemption as Malta’s participation in the US Visa Waiver Program is up for review this year.

The citizenship sale as it is already makes to prospect of staying in the program dicey. If citizens of those countries were allowed to “invest”, the exclusion would be all but certain.
