I interpret this as Labour being still against Europe, by voting the person they know he has always stood up against EU.

They believed Mintoff when he proclaimed that no foreign countries will dictate to us what to do.

They believed Alfred Sant, that we will be blown away by EU. They believed Joseph Muscat, that they have to vote no matter what and being Labour, one must be told what to do, then the only solution would be to vote for Alfred Sant.

Like that they would have pleased the 3 leaders in one go.
