When Mintoff came to power there was a succession of police commissioners who retired after a short while.

The two who stayed on were John Cachia, who (in a different capacity) barged into parliament in full uniform to confront the Leader of the Opposition, and Lawrence Pullicino who finished in prison.

Compare this to the stability under a number of administrations in the hand of the Nationalist Party.
