In reply to Manuel. Remember that the army officer who gained most from the scandalous meteoritic promotions which the Ombundsman wants to investigate, and which Minister Mallia is obstructing, is a close family friend of PM Muscat. Backing Mallia means backing a family friend.

How exactly is this cost effective? Does this mean there will be a few iced buns to go around? Jobs taking care of puppies and training dogs? What will happen to puppies who are not found suitable for police work? Are there local policemen formally qualified to train dogs?
