That road is actually private, so no fine can be issued. On the other hand, my car has been clamped by the university (this can be done) just for parking, with a permit, but on a wrong parking spot. The security guard should have clamped or even better towed that car. But as usual, under this government, everyone is afraid to even hiss let alone bite.
