I may be wrong about this, but when it comes to hiring someone who is blacklisted by the World Bank there are huge repercussions in terms of getting fined a great deal of money because of that person.

Correct me if I m wrong, but if Shiv Nair does something shady, it is Malta that gets into trouble, not Shiv Nair. The worst that happens to him is he gets fired.

And it difficult to believe that Muscat will tell him off for anything, or that he will in fact get into any trouble, because Muscat hired him in the first place, regardless of his reputation.

Blacklisted China Communications Construction Company and blacklisted China Harbour Engineering Company paid a bribe to a Chinese port authority.

The port authority chairman was sentenced to death. The company chairman moved to another state enterprise. Democracy, Chinese style.

Both companies were named in a corruption trail from China to Bangladesh, Jamaica and Guyana involving Chinese EXIM credit.

Why not Malta too?

Blacklisted Shiv Nair specialises in developing major infrastrucutre projects financed by Chinese EXIM credit.

Malta ALREADY has connections with Qatar. Qatar financed the evacuation and medical care here in Malta of the injured from Libya, and put money into humanitarian relief to Libya. They didn’t do that in a vacuum and good relations between countries are not automatically terminated by a change in government, though they can sour very fast.
Muscat had to involve Nair in that meeting in Qatar. Make of that what you will as to who is working for whom.”

Energy guru, Shiv Nair, was sent letter of engagement by Malta Enterprise chairman Mario Vella in June 2013.

British millionaire Shiv Nair’s letter of engagement by Malta Enterprise was issued on 28 June 2013, three weeks before MaltaToday revealed that the energy guru was present in Qatar with energy minister Konrad Mizzi in a meeting with his Qatari counterpart.

Nair’s letter of engagement was tabled in parliament today by Prime Minister Joseph Muscat who reiterated that the British millionaire was never received a penny and was never officially engaged by the government.
Yet, in a letter dated 28 June, Malta Enterprise chairman Mario Vella wrote “I am pleased to confirm that Malta Enterprise is engaging you to identify concrete leads for investment promotion in China, the Middle East and South East Asia, including introductions to the individuals and companies concerned.”

Essa bin Hilal Al-Kuwari, President of Qatar General Electricity & Water Corporation (KAHRAMAA) as well as by senior Qatar Petroleum (QP) and Qatar Petroleum International (QPI) executives. The meeting was also attended by Mr. Shiv Nair, the consultant to the Maltese Prime Minister and a delegation of Maltese officials.

QIC have had a branch here for ages (their offices are near the GWU building). Rather than a big shiny new investment, relatively new regulation (Solvency II) for insurers makes a subsidiary the most viable option for non-EEA insurers with a branch.
