He spoke from Beijing, not Shanghai. Beijing is home to Malta’s special trade envoy, Sai Mizzi.

Shanghai Electric is based in and operates around Shanghai, two hours by air from Beijing.

It is not clear whether Shiv Nair is displeased by the latest developments.
