As far as I know, the term “minister of state” is found nowhere in our constitution or any other law or even in conventional usage and it may mean something different from cabinet minister in other countries e.g. the UK.

[Daphne – There can’t possibly by any confusion, because our ‘junior ministers’ (non-cabinet members) are called parliamentary secretaries. So it follows that our ministers of state are cabinet ministers. There is no other non-cabinet position.]
