The regulatory arm of the Freeport did not have a CEO because there is nothing to execute. This is why Aaron Farrugia is able to spend all of his time campaigning for the next general election. He is paid to do absolutely nothing other than to possibly attend a couple of meetings per month. Otherwise, he collects a generous pay cheque and serves himself and his party (in that order).
