This reminds me of an incident, long years ago, when Mintoff wanted Malta to be chosen as the base of the Oil Pollution Combatting Centre in Central Mediterranean. A brochure was prepared with photographs of our patrol boats at sea. I was told by someone close to Mintoff that the patrol boats had to be towed out to sea to be photographed.
