After he back-stabbed the rest of the EU (with Merkel as its de facto figurehead) with the passports-for-sale debacle, does Muscat really expect Merkel to humour him in anything?

No wonder she obviously regards him with contempt. It’s obvious that she only speaks to him inasmuch as protocol mandates and no further; and that only because he follows her around, oblivious to her disdain, hoping to get a nice photo opportunity.
