As far as we are aware, he might have been under the impression that the government had a legitimate/moral reason to buy back the property and stop court proceeding. Thus, his actions were not unethical.

If Muscat wants to flaunt his academic certificates, then he should know from his European Studies degree that even if what Cardona says would be legal (which I doubt would be in the long run), it definitely runs against the spirit of EU-wide competition rules and good economic governance.

In this instance, prime minister Joseph Muscat did not offer anything that he personally owned.

He offered four million euro of the taxpayers’ money and it was eagerly grabbed. It takes a certain unwholesome mentality to partake of such dirty deals.
