No, the MCST should not maintain a liaison officer for China. It does not have a liaison officer for any other country.

So if it has limited resources, those resources should be spent on liaison officers for countries where real innovation and scientific development takes place.

Those countries do not include China.

Creative thinking and innovation by their very nature and definition are not channelled and restricted and governed by the authorities. You are talking about something else entirely: clever people put to work on specific projects for their rulers.

Chinese culture and education are designed to eradicate creative and independent thinking, which are the well-springs of innovation. It is a totalitarian system, and creativity and innovation are perceived as a politically dangerous threat.

Chinese students make it to the best post-graduate courses but once there are at a complete loss because they are not so much frightened of giving an opinion as frightened of forming one in the first place.

Maltese society has similar problems with creative and independent thinking, and for quite similar reasons too. All totalitarian systems operate in the same manner by quelling any independence of thought and creativity.

What does he do in real terms?

Where is his office? Is he physically present? Is it a jacket-on-chair-coffee-mug-on-desk-for the day-telephones-switched-off-MCST-special presence?
