The latter is as it should be — indeed, the burdens should be better known to all, and taken a lot more seriously. The fact that Manuel Mallia, in his declaration of assets, declared that he had half a million in cash, and that this was almost accepted without question, says a lot.

The private individuals are liable to prosecution and investigation under the law, but another law protects them from your prurience. The law which protects them from your prurience does not cover members of parliament. Members of parliament have special privileges and the flipside of this is that they also have special burdens.
