					<description><![CDATA[It never fails to shock me how, in Malta, even otherwise educated people don&#039;t understand the basics of protocol, systems and formalities.

People either resign or they offer to resign. If they resign, they signify that their decision is final. It is not up to anybody to decide whether to accept it or not. You can&#039;t refuse to accept a resignation; you can only refuse to accept an OFFER of resignation.

That should be obvious. People have free will in these matters and unless there is a contract involved, nobody can override a personal decision to resign.

Eddie Fenech Adami didn&#039;t step down when he lost the 1996 general election, and thank God for that. He went on to win again just 22 months later, again in 2003 and take Malta into the European Union.

Karmenu Mifsud Bonnici lost two general elections - 1987 and 1992 (he never won one), but only stepped down after the second. His successor, Alfred Sant, won in 1996 but lost the subsequent three consecutive general elections - 1998, 2003 and 2008, when he finally stepped down.

Both of them should have stepped down after their first electoral loss because it was immediately clear that they personally were a big factor in the defeat. 

After having experienced them - in one case for three years and in the other case for two years - as prime minister, people were determined not to repeat the experience. That much was obvious.]]></description>
