The kid is good.

When we were kids there were such stunts that went wrong. But those which went well were great fun.

I do not know where the ladder to the lift is, but if it is easily accessed, it is a major fault by the responsible warranted team.

I'm not with you on this one, Daphne. Of course we all agree that the public should be reasonably protected against accidental injuries, but nothing, short of dismantling the whole structure, can be done to protect crazy daredevils from themselves.

No, but you should fence off what you can and what the law can reasonably expect you to fence off.

Nobody could be held responsible at law for this stunt in the picture - except the boy himself if he lands on somebody or somebody's car and survives to be sued.

But the lift - yes.

If I had been the architect/engineer for that project I would be very worried.

The government, as the owner, would be the first to be sued but I would be surprised if the designers would not be made a party to the suit.

Unless, of course, they had safety precautions in place, which somehow were removed by someone, or bypassed by some moronic daredevil.

What is even more scary is that is NOT a ladder. So those rungs are not load-bearing at all, making the danger even more grave.

I know it's not a ladder, because any ladder over three metres is meant to have protection around it, to prevent the user from being thrown outwards if they lose their handhold.

Even in Malta, this rule is actually applied.

And yes, obviously nobody has actually done a risk assessment, and seen that people can access this structure easily.
