In reply to Daphne Caruana Galizia. It is simply the main film set of the Michael Bay film that is soon going to start shooting in Malta. They have built the American ambassador's compound in Libya which was stormed in the uprisings when the US ambassador was murdered.

Oh, so THAT would explain things. A few months ago I was driving past and decided, on a whim, to drive up the lane to Flower Power to see the state of it. Call it nostalgia – I used to go there every Saturday or Sunday for garden supplies or dog-food.

I drove straight in to a small crowd of men who looked like they were there to study the place – standing around discussing things furtively – and all of whom stopped talking and stared, looking shifty, when I drove in and began to look around.

I was probably the last person they expected (or wanted) to see but I thought nothing of it at the time.

The permit submitted by the architect covers only the perimeter wall. I have uploaded a screenshot of the site description and history as shown in the DPA report. There is no permit for the building itself.
