It’s a March 2015 article. Says that the Maltese consulate in Shanghai was set up after a bilateral agreement with a number of countries in June 2014.

An internet search, in China, for Maltese visa application procedures gives nothing except for this link to a private company. Of course there’s no mention of consulates in Shanghai.

An investigation by the auditor general should be called for and if necessary followed up by criminal proceedings

This is a very serious and grave case of non-accountability and squandering of public funds – by a cabinet minister in cahoots with his wife and the prime minister, no less.

I would expect the Auditor General, the Principal Perm Sec and the diplomatic corps to be up in arms about this. It is criminal, and an insult to the public.
