In reply to Joe M. Borg. Conventional civil service wisdom teaches us that when the head of department or the minister has instructed an underling to spy on his immediate superior, the latter does well not to report it. There are other ways of dealing with the situation.

Assuming that what you say is correct in so far as it implies that Ms Bonnici’s posting (not contract) is due to end this summer, she will still remain a career diplomat (unless she has reached retiring age) and the Ministry of Foreign Affairs will have to give her another posting, or an appointment within the Ministry, compatible with her substantive rank.

Ms Marlene Bonnici is in an extremely difficult position, but I would advise her to bring this news item to her Minister, confirm whether this is correct or not, following investigation, and then seek written directives on the line to be followed.

Knowing Marlene and the way that she used to bulldoze anyone, including ministers, I cannot figure out why she is accepting all of this. In my opinion, it is either that she is part and parcel of this farce or else Joseph Muscat has some hold on her that we do not know about.
