What were these essential services given to Malta by Elena Codruta now Mallia?

With the Mintoffian saying “Malta Mintoff, Mintoff Malta”, Mallia as a self-declared “suldat ta’ l-azzar” would extrapolate the saying into “Mallia Malta, Malta Mallia”.

Services rendered to Mallia are equivalent to services rendered to Malta.
