It was not the GOVERNOR who ran the Community Chest Fund – it was an amusement for the wife.

When we became a republic and got ourselves a president instead of a governor, the Community Chest Fund was at first the responsibility of the president’s wife.

Gradually, it became more and more closely associated with the president himself until it became the entire raison d’etre of the head of state.

Now, the head of state is actually just the operator of the Community Chest Fund. What was intended as a charitable hobby for the governor’s wife to keep her from hitting the sherry bottle is now the president’s JOB.
