To me it seems more like ”there is no way this person is qualified to get the job but he/she rooted for Labour and we owe him/her so he/she will get paid but will not be expected to do the job, after all he/she will still have to learn what to do won’t they?”

As usual in these circumstances others will pick up the slack and get the blame when necessary.
