If they had, it would have been easier for a non-idiot to Google each person and confirm that no one representing any university was present.

Seems that the foreign press did not receive the memo about how to manipulate this news item so as to make it seem that the agreement was signed with the university.

Overseas, student populations are a minimum of 10k. This appears a standard volume to make the university a viable operation.

I don’t think this is essential or pivotal for the country. One of the problems of small countries is there limited space and consequent conflict between different land uses. We don’t have a lot of room for manoeuvrability.
