The 1995 call for tenders was not for the construction of a general hospital but for a specialized San Raffaele hospital to compliment St Luke’s Hospital.

It was turned into a general hospital by Alfred Sant between 1996 and 1998 under a Labour government.

Konrad Mizzi and Chris Fearne claimed that the defective concrete for the emergency department was laid in the first six months of 1996 under a PN government.

But, did the plans for the San Raffaele hospital include an emergency department or was the emergency department included in the new plans for a general hospital under Alfred Sant?
