In that area there was a half-built block of flats which was subject to an enforcement order because it had no permit.

I believe it was demolished in the mid-to-late 90s after a severe storm which caused parts of the unfinished building to collapse.

The owner/developer is Il-Lay Lay, notorious associate of the late Labour minister Lorry Sant.

Poor Muscat. He s gone to the press crying saying that the previous administration build a sewage treatment plant in the countryside so he should be able to give this ” university” which has no university attached to it the go ahead.

It is a rather apt comparison though, comparing this idea to a sewage treatment plant. They are both full of shi*t.
